Other member-institutions of PHILSSA are the Armed Forces of the Philippines- Retirement and Separation Benefits System (AFP-RSBS), the Government Service Insurance System (GSIS), the Home Development Mutual Fund (HDMF), and the Philippine Charity Sweepstakes Office (PCSO).

The PHILSSA is an association of Philippine government agencies implementing social security programs particularly for the working population. It was organized in 1996 to establish and maintain close ties among national institutions or organizations performing social security or related functions. Under a memorandum of agreement, the PHILSSA member-agencies also agreed to cooperate in the defense, promotion and development of social security, and assist one another in the improvement of operations through trainings, seminars, consultations and dialogues.

Recognizing the importance of the Filipino workforce in the country's economy, PHILSSA also acknowledged the importance of promoting a rational, well-coordinated and dynamic social protection program that will provide responsive benefits to workers and their families, affordable by employers and doable by the government to enable the country to cope with the current and future socio-economic challenges in the Asia and Pacific region.

The creation of a new set of officers is a renewal of PHILSSA's intentions to continue as a venue for deliberation and consultation of matters concerning social security among Filipino workers.(Kristine D. Besmonte, PAD)
