PhilHealth’s New President and CEO, Dr. Beverly Ho, Vows to Sustain and Accelerate Gains Under Unified National Agenda for Health08-20-2026

The Philippine Health Insurance Corporation (PhilHealth) welcomes Dr. Beverly Lorraine C. Ho, MD, MPH as its new Acting President and Chief Executive Officer, bringing her extensive expertise in public health, health systems strengthening, and Universal Health Care (UHC) implementation.

Dr. Ho, who previously served as Assistant Secretary of the Department of Health (DOH), succeeds Dr. Edwin Mercado, who has been appointed as the new Secretary of Health.

Dr. Ho steps into the role with a clear vision to carry the Corporation’s momentum forward. Anchored in the Unified National Agenda for Health (UNA), DOH and PhilHealth shares one roadmap to improve the health outcomes of Filipinos, increase access sites, and improve care quality and patient & provider experience. The roadmap includes YAKAP scale-up in schools and workplaces, integration of key health programs, provider payment mechanisms, data analytics and sharing, and performance management.

“Our job now is to ensure that we continue to progress by increasing access points, improving benefit packages, and ensuring that every member receives quality care,” Dr. Ho said. “We want our progress to reach the people who need it most.”

Dr. Ho said that key programs under Sec. Mercado will continue. “I want members to feel the effects of the reforms that came before me, and I wouldn’t be able to achieve that if babaguhin ko ulit lahat. What you’ll see is a sharper focus on execution."

PhilHealth also announced the designation of Dr. Alfred Philip “AP” De Dios, currently Vice President of the Quality Assurance Group, as the Corporation’s new spokesperson.

Under Dr. Ho’s leadership, PhilHealth reaffirms its commitment to delivering meaningful health protection for every Filipino through stronger collaboration, continuous improvement, and responsive public service.###
