PhilHealth’s KonSulTa Program Reaches Zamboanga City Jail: Advancing Inclusive and Preventive Health Care 07-03-2025

Zamboanga City — In a significant step toward inclusive health care delivery, the Bureau of Jail Management and Penology (BJMP) and the Zamboanga City Medical Center (ZCMC) have formally launched the Konsultasyong Sulit at Tama (KonSulTa) program of the Philippine Health Insurance Corporation (PhilHealth) within the Zamboanga City Jail.

This initiative represents implementation of the Universal Health Care (UHC) Act, reaffirming that access to quality health services is a right to be enjoyed by all Filipinos—regardless of social or legal status. By extending the KonSulTa program to approximately 2,500 Persons Deprived of Liberty (PDLs), the government demonstrates its commitment to upholding the dignity and well-being of every citizen, including those in custodial settings.

The KonSulTa program is designed to promote health-seeking behavior and reduce the burden of disease by focusing on primary care, early detection, and preventive health services. Enrolled members, including PDLs in this case are entitled to primary care benefits such as consultations, health education, selected diagnostic services and medications as prescribed by physician, and health education.

Through this collaboration, ZCMC will serve as the assigned KonSulTa provider for the Zamboanga City Jail, ensuring that PDLs have consistent and timely access to essential health services. This approach not only improves immediate health outcomes but also supports long-term rehabilitation by addressing the health needs of those in detention.

The BJMP’s active support of this initiative reflects its broader mandate to ensure the welfare and humane treatment of PDLs under its care. Meanwhile, ZCMC’s role highlights the importance of integrating institutional partnerships in delivering responsive and equitable healthcare. By expanding access to KonSulTa, PhilHealth is moving closer to achieving President Ferdinand Marcos, Jr.’s goal of delivering universal health care for all Filipinos.
