Let the Reforms Begin October 17, 2019

- UHC Principal Author and Health Committee Chair in the Lower House Angelina Helen DL. Tan on the newly-signed IRR that ushers a new era of hope for the health of the people.

After eight grueling months of hard work and seemingly endless debates and public consultations since the Universal Health Care Act was signed into law in February this year, its implementing rules and regulations (IRR) is finally made public through a simple and yet meaningful ceremonial signing ceremony led by Health Secretary and PhilHealth Board Chair Francisco T. Duque III on October 10, 2019 in Manila.

In his speech, Duque said that the coming in of the IRR is a proud moment for all Filipinos, and that the (public) conversation should now progress from vision to actual execution of the vision. He emphasized that the UHC is truly for every Juan and Juana, but its success also rests on every Juan and Juana's active participation and contribution as the UHC is not just "for them" but should also be "by them".

The simple rites were also graced by senior officers of the Philippine Health Insurance Corporation (PhilHealth) President and CEO Retired Brig. Gen. Ricardo C. Morales who co-chaired the IRR Technical Working Group's Sub-Committee on Health Financing.
