Gender and Development (GAD) – A development approach that seeks to equalize the status and condition of and relations between women and men by influencing the processes and outputs of policymaking, planning, budgeting, implementation, and monitoring and evaluation so that they would deliberately address the gender issues and concerns affecting the full development of women. It is participatory and empowering, equitable, sustainable, free from violence, respectful of human right, supportive of self-determination and actualization of human potentials.
By virtue of Republic Act No. 9710 or also known as ‘The Magna Carta of Women’ or MCW. It is a comprehensive human rights law designed for women. Its goal is the abolition of discrimination, unequal structures and practices. This is being realized by developing plans, programs, measures and mechanisms to address unfairness in the economic, political, social and cultural life of women and men.
By virtue of Office Order No. 101 s. 2002 dated September 11, 2002 and to be consistent with the NHI Law to give importance to the needs of the underprivileged, the sick, the elderly, women and children.
The Order aims to integrate Gender and Development in all the programs, projects and activities of PhilHealth and all its departments/units/offices. Provide a uniform structure and guidelines in mainstreaming GAD at the Central and PRO level. Moreso, define roles and responsibilities to be able to promote GAD in the Corporation.
Upon the enactment of Republic Act 9710 or the Magna Carta of Women, it affirms the role of women in nation building and ensures the substantive equality of women and men. PhilHealth, as one of the Government Owned and controlled Corporations (GOCC) is duty bound to contribute to the recognition, respect and promotion of the rights of women.
The Gender and Development Focal Point (GFP) was first created last May 17, 2000 via Special Order No. 111, s. 1999. Signed by then PhilHealth President and CEO Enrique M. Zalamea. The GFP Committee shall oversee the effort in mainstreaming GAD in the Corporation. The GFP Committee, composed of chosen officers from different sectors of the Corporation and its SENA leader shall be the forefront people to mainstream GAD.
