Ilocos Sur Governor Chavit Singson supports PhilHealth's No Balance Billing Policy (NBB)October 23, 2012

The Philippine Health Insurance Corporation (PhilHealth) lauds the effort of Ilocos Sur Governor Chavit Singson for his prompt action to correct the numerous reports of indigent members regarding the non-compliance of some government hospitals in the province. It was reported that some Provincial Government hospital in Ilocos Sur do not comply with the "No Balance Billing" (NBB) Policy of PhilHealth. Hence, indigentm members are denied of their benefits under the program.

In response to this concern, a memorandum was issued by Governor Singson, as a stern warning to all health personnel in the region to strictly adhere to the NBB Policy of PhilHealth.

The PhilHealth Board Resolution No. 1441, series of 2010, states that said policy was established to ease the financial burden of vulnerable groups including the poorest of the poor who are admitted in government facilities. This means that no other fees or expenses shall be charged or paid for by Sponsored Program member and/or dependents above and beyond the packaged rates.

This policy took effect on September 1, 2011. The NBB is only applicable to Sponsored Program (SP) members confined in public hospitals and not in private hospitals. In this connection, SP members are encouraged to seek medical assistance in government hospitals only.

"It is encouraging to know that local government officials like Gov. Singson are supporting PhilHealth’s thrust: 'Bawat Pilipino Miyembro; Bawat Miyembro Protektado, Kalusugan Natin Segurado!'" PhilHealth President and CEO, Dr. Eduardo P. Banzon said, adding that "with this development, we are assured that the services being delivered by PhilHealth will be felt by those who really need it most." (END)
