Arbitration Chief Addresses PHAP National Convention - November 21, 2006

ATTY. Alex B. Cañaveral, Manager of PhilHealth’s Arbitration Department recently addressed the officers and members of the Private Hospitals Association of the Philippines (PHAP) on the occasion of its Annual National Convention at the Manila Hotel. Cañaveral presented the most common complaints against health care providers and members being addressed by PhilHealth. In his presentation, Cañaveral said that PhilHealth has received a total of 950 complaints from Year 2000 to mid-September this year, 906 of which were against hospitals. He added that 170 of these were for multiple filing of claims, 165 were for breach of accreditation warranties, 153 were for extension of the period of confinement and 72 were for refusal to grant the benefits to members.

Cañaveral also addressed questions from the Convention delegates. Among the questions raised were: are there adverse findings also from government hospitals? does PhilHealth have a policy on patients undergoing surgery through medical missions only to ask hospitals to fill out the claim forms to enable them to claim refunds? does PhilHealth monitor private hospitals more rigidly than government hospitals?
