PhilHealth Taps Gov’t School for Encoding Services - May 26, 2006

VERY soon, the encoding of the quarterly contribution records of members of the Philippine Health Insurance Corporation (PhilHealth) will be handled by students of the Polytechnic University of the Philippines (PUP) in a bid to outsource the task using government facilities.

Through a Memorandum of Agreement (MOA) signed at the PhilHealth Boardroom in Pasig City, Lorna O. Fajardo, Acting PhilHealth President and CEO said that the partnership is “…very timely considering the voluminous records that need to be encoded.”

She added that the government-to-government (G to G) arrangement will, in fact, be mutually beneficial. PhilHealth will be able to meet its encoding requirements while at the same time providing additional income for students who will handle the encoding services. “We would like other government agencies to see this as a model where we can maximize the use of government facilities and at the same time provide opportunity for additional income,” she said.

The MOA calls for the PUP’s Information and Communications Technology Center (ICTC) to provide the necessary expertise and resources to perform the encoding services. They will also recommend solutions to IT-related problems identified in the process and ensure the integrity and security of the data encoded, particularly the employers’ remittance records.

Dr. Dante G. Guevarra, Officer-in-charge, PUP President said he is honored that the state university was chosen on the basis of its technical experience and capability. “We want to help PhilHealth boost its performance standards in terms of updating the records. We, in turn, will ensure that quality services will be rendered at the agreed time frame.”

He assured Fajardo that “…we will double our efforts to further improve our capability and meet the expectations of PhilHealth.”

Present during the signing ceremony were PhilHealth officers Gregorio C. Rulloda, Vice President for MCMG, Ruben John A. Basa, OIC for Corporate Communications, Mario S. Matanguihan, Manager for Management Information Systems Department and Mely R. Luya, Director for PUP-ICTC.
